OOC stands for "out of character." It is talk that is not a part of the RP, and is often used for planning and discussing the RP as it is. An RP can be done in both first and third person, but for formal Roleplaying, you should use third person, as it would be really confusing (or just plain stupid sounding) if everyone was talking in first person.
First person roleplay is what I do with my girlfriend, when it's just us. But if anyone else is involved, it goes right to third. So I hope that clears up the "ooc" conundrum.
