For instance, comparing 28 to 48.3 with a total value of 483 would make 28 'almost' 48.3, despite them not being near each other counting up. The same goes for 2.8 versus 4.83 with a reference of 48.3. You would say on this scale that 2.8 is 'almost' 4.83, however most likely because they're both small numbers, but taking into account one another they're about as far apart as between 28 and 48.3, and still as far apart as 280,000,000,000 and 483,000,000,000.
