Honestly I'm not quite sure.

Wisps are creatures made of pure magic, the color depends on the wisp being good/evil and that sort ( Sort of like the green lanterns if your into that) Blue representing honor, justice, and peace, Red representing rage, hatred, and pain. Their normal appearance is usually a glowing orb of light, though they can have many shapes.
