Is it true that if you headshot someone with a .22 the bullet will penetrate the skull but wouldn't come out the other end, why?

Well sometimes. The .22 LR lacks suffiecient energy to cut through multiple layers of bone. It can break through the skull, but afterwords it will just ricochet, bouncing about and carving the brain to hell. If you're not a fan of this, you can always just use overpressured or steel cored ammunition, which is readily available and will give you better penetrating characteristics.

Well, that really depends xD No caliber is best, as a great many will do it for you. Personally I am a fan of the 7.62x54R, which feels a bit like some +P+ .308 handloads I've fired. But really, most full rifle calibers wont have much dificulty, and if you're willing to use expanding ammunition then you have even more options.
 
The question of which caliber is best for something like that is really a moot point. You need to look at the weapon firing it, the specific charictaristics of the round being fired, et cetera. And most will do the job equally well. It's more a matter of preference over anything else. That said, most people have very strong opinions on the matter

Next question. Do you know where you could find/sell .177 cal bullet, shell casing and gunpowder. Also the best air rifle for range and accuracy?

You can find .177 pellets at most sporting good stores, and if you go online, or perhaps to your local gun range, you can find ones that are a bit heavier, in a wadcutter configuration, for use in target shooting. They don't tradtionally use gunpoder in the design. As for what would be best... I'm not really a competition guy for air rifles. I bought a daisy pump and then went DIY on it and made it run on Co2 tanks, use it for rat hunting. So sorry but I probably can't help you out there And if you have more questions, do you mind sending them in PM? Weapons talk might aggrivate the mods, I dunno.

Again, I started off with a pump gun. Didnt like it, too slow.
So I converted it to Co2 with minor effort, now it feels an old Lee cadet Just, modernised.
