I wouldn't say that it's one of those... these pains happen constantly, and they're slow and aching, and they don't hurt so much that I can't move my arm.

Strained muscles can hurt constantly and you would still be able to move your arm.

Looked it up on WebMD from just the bit of info you have given, and from that it says it's a strained muscle or a broken (fractured) shoulder blade. I would believe it would hurt a ton more if it was broken, so muscle strain seems the most likely.

But I'm not a doctor, this is just a guess.
