It's called "Marquee". Select what text you want to move and then press that. A command of [move ]~~~[/move ] will appear (without the spaces).

Generally I told him to leave me be in an impolite manner, said he should learn about what he speaks and that... Hmm, I have no way of making what I said next more polite o.o
