I thought it was all about incapacitate to the point where they can't resist and bring them to justice. Unless your life is in serious peril.

Yep. Isn't that what you're trained for as well? I know CS gas would drop me in a heartbeat. I hated that training.

And there's no real way to get it out. I never learned one anyhow. And I bet that guy's life sucked. Cave + gas = no escape.

Considering you can fire from further distances, yeah. But how much more costly is it gonna be?
