I think kinguin and g2a are among the best choices, some of the keys probably come from central asia, but it seems most come from Russia.

well..with DRM games all the countries of the ex-Union fall under Russian keys, which has angered some Baltic players with games like Borderlands since it is only in Russian (although they speak Russian they are not happy to do so). And with other games they simply make it the Russian CIS since its easier to market. But the ruble is still stronger than all the other currencies in the area so its still better to aim for the really low prices you might find in Uzbekistan. I think Kazakhstan uniformly uses the Russian ruble in online transactions..

All I know is that because the ruble has a lower value than the american dollar, these key websites can continue to exist selling the games for lower prices so long as the language files continue to be distributed with all copies as usual :P
