(This is based off of fallout new vegas, if you dont know of the DUST mod)
It has been 20 years since the courier walked the Mojave.
It has become a much more different, dangerous place. Tunnelers dug their way to the Mojave, eating pretty much anything they could. Most herbivorous creatures, such as Brahmin, and bighorners, have gone completely extinct, except where humans saw fit to use them as pack animals. Lake Mead, and the whole of the Colorado river have dried up.
Vegas? Vegas has become a ghoul infested ruin. A red cloud hangs over it, much like the poisonous one the courier had reported to hang over the sierra made.
The New California Republic has pulled out of the Mojave for the most part, and any troopers that still remain shoot anyone they see on sight.
The Caesar's legion has disbanded for the most part, returning to their tribal roots, they too being hostile to anyone that they see.
Most major settlements, such as novac, primm, and good springs, have turned to cannibalism. There is rumored to be a settlement in the sewers of new Vegas, people rebelling against the NCR. A radio broadcast calling over and over for you to "keep your weapon holstered, we'll meet you." But no-one us ever met anyone down there.

Back story: she had been a teenager about the time of the fall. She had survived only due to a creepy old guy in exchange for... horrible things.
Eventually, she grew up. One day, she stabbed the old man in the neck, with a piece of rusty steel she snuck from an old bus.
She took his stuff, and fled into the wasteland, never once thinking of him again.
she somehow eked out an existence since then, without descending into horrible things, like cannibalism.
Apparel and gear/weapons: she wears a set of dirty, brown rags, hewn together out of a patchwork of various cloths, her sleeves and pants bear the insignia of the first recon, though she has no idea what that was. She just lifted the clothes off of a dead NCR trooer, to take his armored vest, the sleeves, and the boots. She wears a Hood hewn out of some sort of fabric, shielding her neck and eyes from the rough sun of the Mojave wasteland.
She carries a lever action trail carbine, in .44 Magnum. She carries a rusted old 9mm pistol, broken completely. She holes she can find the parts for it some day.
