There's nothing in the first if. And the more proper structure would be
if("Rain"=>60) return "Blub"
With the parenthesis differently, but that's a formality. Mostly the first if has no number.

Yea but when does it go off? It should be
if("Rain"<40) return ""
Else if ("Rain"<=60) return "Blub"
Else return "Goosh"

Then there's nothing for 0-39, before there would always be either one sound or the other.
