I saw it with my own eyes! There was an event that gave a crap ton of

too. Like 3 or 4 levels around paragon 380. And I was on torment 10 I think.

Nope. All the enemies were cows and the dude that was talking was called "ghost of the cow king" or something. Not vault nor whimsydale.
