Robert is drinking some rooibos chai tea and relaxing after having to listen to a bunch of nobles who can't seem to agree whose knights will be escorting caravans along what routes. Which, when they asked him to have his knights patrol all routes, ended up asking them 'Do I look like your babysitter? Are your armies and guards that weak and untrained that they can't do something as simple as to walk a caravan from one kingdom to the next?'. Yes. High King = babysitting spoiled, bratty grown-up children that aren't his. His own children are better behaved and they're only five.
