I would like to know, too. Though probably get better answers in the art section.

Drawing is something anyone can do. It's true there are "born" artists, but that just means they were able to catch onto it sooner or quicker.  :)

First, pick a style to start with. Will it be realistic portraits? Parodies of other cartoons? Anime? There are tons of ways to draw, and just because you can't draw one way, it doesn't mean you can't draw anything. Just make sure you try all styles of art.

Second, draw like you mean it. This is (in my opinion) the most important part of art. If you get unsure about what your drawing, it's going to come out lopsided and stupid. I'm the king of stupid and lopsided drawings myself.  XD

Third, well... I dunno. Just do your thing. There's really not a set way to get really good at drawing, just research some tips and tidbits you'll see around, or ask advice for specific help. I asked someone on here for help with drawing ears, and I got way better with it because of their help.

This post is one big ramblefest, but I saw that there wasn't anyone else scrambling over each other to reply.

I hope you got something out of what I said, and maybe we could talk more in depth sometime.   ;)

You don't have to be great to start, you only have to start to be great.
