Actually it was a law passed in 2009, so that buyers were still criminals, while it would let immigrants forced into prostitution have a chance without starting out as a criminal. Makes it a tad easier if they wish, want and try to get a normal life like they were promised before they were caught in an endless spiral after being fooled by the ones that brought them here.
Makes perfect sense to me. It's about adapting to modern times, I recommend it.
