Its illegal to own more than three animals of the same species in my city (not breed, species. I have two dogs, so three is impossible to me, lolz).

That's wierd, I'm not sure if this law is everywhere but here in newfoundland it's illegal to buy ciggarettes under the age of 18, but it's legal for someone under 18 to smoke them.
