1-10 in NL, but often with a decimal.

So you can get a 7.4 for example.

That was what I meant with it being worse. Over there a 5 is the best score, in the Netherlands a 5 is only just mediocre. Usually you need a 5.5 or higher to pass a test.

Depends on the situation, really. 10s are usually handed out for perfect scores, but because it's a perfect score they don't appear that often. Usually the minimal score is a 1 for having 10% or less of the points collected on a test, but I once had a pretty strict teacher in a fairly annoying class that handed out a 0 for getting literally nothing right at a test.
I don't know how grades work for you, but I think your 5 might span a small range of Dutch scores.

They work weird for unis. It goes like 2 (for failed), 3, 3.5, 4, 4.5, 5 and a 5,5 for extra good stuff.
