I have the brightness on my Surface Pro set low to help prevent eye strain. Plus doesn't drain battery life as much.
I haven't bothered to mess with the brightness on my desktop monitor. It seems tolerable enough, plus I tend to have the bedroom light on when I use it.

I like my brightness turned down too, but sometimes the graphics card has problems. And the graphics card is the card that enables me to have the brightness not full...

Actually... I don't think graphics card controls the brightness...
It shouldn't have any effect.
Besides maybe the fact that a tiny amount of energy goes to the lights and not to the card, but if it's not running on battery it shouldn't matter
