Well, if you played Deus Ex (the first game that was released), the way that organization was described, would make more sense if there actually was such a group. It's just really something that starts with one or two people and then becomes something more than that with enough dedication. It can even die entirely then come back again with someone completely unrelated to the original group(s). I would say that then, it is possible, implying that someone made another group, from a position of power.
