No, you can get cats by taming ocelots. You can only find those in the jungle.

Plan rejected for the simple reason that I have very poor luck in finding diamonds because they're so darn rare. I already had trouble involving running away from a witch when I tried to find redstone. Yeah, pass. That, and I don't even know if I'll end up near a jungle that way anyways.

Well, first you find a jungle normally, then you calculate the coordinates and it'll work.  And nether tunnels or roof are safe.
Mostly roof. That's super easy to handle

The discussion has passed now, but I forgot some important details. There's going to be multiple uniforms for specific state mage jobs. The work of state mages includes stealth stuff, and for [classified] reasons, can't rely on much modern tech in many areas of work. They use abilities like invisibility for many stealth missions, and given they can't use it constantly and goofs can happen, it's important that they have some sort of cover.

My idea for a stealth one at the moment is sort of a dark blue modern, improved "ninja"-ish outfit, with a tight fitting hood and face cover in case they're spotted by criminals or civilians. State mages mostly live in normal society, so being recognized is very bad. Plus I feel it nicely references both the classic mage look, plus some mythological mischief in the story world.

For other jobs it could be different though, like maybe a camo robe for fighting mages
