I thought as much so water too. Since, you know. Ice is water.   First thing you'll have to understand is, you can't just make water. You do have a very big supply in the air in the form of vapour though.

I'm sure it functions the same as the real world. The difference is, if you focus, you can sort of feel the water around you. And with some training you can manipulate it one particle at a time. You can move them, stop them, clump them together *makes a sphere of water above my paw* and when you learn enough, slow down individual particles, lowering the temperature and, well, freezing it *the sphere turns into crystal clear ice*
