If I remember right, it came from WWII because they needed to make more use in daylight for work.  But that doesn't really apply in the current world.

It just makes no sense to me. From what I heard, it actually costs the government here more money than that it gains. In the past it did gain something, but now with the 24/7 econoomy it's almost nothing.
