Legally speaking, the song 'Happy Birthday to You' was owned by a company and thus, was illegal to play at public venues without paying the copyright. Recently, however, it has come back into the public domain, meaning that you no longer have to pay for the rights to use it, as such, you can play it without fuss at your birthday party.
