What will happen should we not fill in all of the 13 spaces for Organization XIII?

Will NPCs fill in for the unused spaces, or something?

apperance: Wears the orginization robes, but the black is replaced with dark green, and the sleeves are tattered, and the hood is furred white with neon green highlights. (body apperance explained in rp)

weapon used: Six Lances (Xaldin's weapon)

personality: Very easy going, and tries to help others without betraying the Orginization, but if attacked will eliminate said threat with cold and calculating efficiency, but this usually backfires when he feels guilt for killing.

perferred magic: Healing (not angry) and wind-based (Hoping to do more than just areo)

background: joined orginization to gain the ability to travel across worlds. (already had weapons)

(damn...forgot to mention this) My person usually stays away from the "main body", as such, he rarely knows what his own orginization is planning, all he knows is that he can't attack nobodies or other orginization members, and keep an eye on the keyblade wielders if possible.

Personality: Resilient and wanting to stay out of other's business... but won't turn a blind eye if he sees suffering.
Magic: Not prone to use it, but can use very simple Time Magic: short-distance(20 meters or less) Warp, Slow, Haste
Background: Was previously a military wolf, took on a different name as he took on the lifestyle of a mercenary. He ended up losing his original legs after he left the military, having to make himself a set of prosthetics of unique and bulky design. Futher story may be revealed later on...
