It would be a civil rights issue of its own. But we could do it!

Not impossible, just difficult. With technology as it is, any significant changes would certainly be fatal though. I've looked into it, and it's theoretically possible. But theoretical is not a definite word, and until there is actual funded research, it's not happening.
