I Just finished a Draconian fursuit. (my first fursuit)  I didn't do any scales for this one, but I plan to make a bodysuit out of a fabric I found at Joann Fabrics. It is more of a snakeskin pattern, but it is the best I can find in a ready-made fabric. If that is not the direction you want to go, you could try asking the "fursuit" community over on LiveJournal...  :3

If you really want to make your own scales the first question you need to answer is "How large should the scales be?"

Second "What shape is the part of the scale that shows?" or "How much of the scale shows?"
I am Thagarhn, nothing more, nothing less.

Larger on joints (neck especially) mabe 6cm being almost like short wide feathers in shape and standing out quite a bit, and much smaller for torso 1cm-  :) not to sure about shape for small scales, probably whtever would be easier.  :/

You could use cheap fake leather for the scales, or those thick, plastic-y table cloths or placemats with a white underside and a coloured upside.
Both are fairly thick, which makes the scales behave like actual scales (standing out stiffly and keeping their shape while you move) and are available in just about any colour imaginable.  B)

Punch tiny holes in the straight end of the scale and sew them to a basic suit.
Load and loads of work but you can put in any pattern or marks you want and it will look far more real than any printed fabric could.  ^_^
