I think it did change.
War used to be actual fighting.
Nowadays it seems to mostly be a silly political "rock paper scissors" like arms race with nations throwing buckets of money at defense contractors to have them develop something that's, on paper, superior to "their one" so they can say that opposing nations should better be affraid of them because "our thing is better then yours", untill the opposing side has their contractors make some sort of counter to the thing so they can say "Ha! Not anymore!".
And, rinse and repeat.
Oh, and proxy wars. Really confusing stuff...
