If they're the children of bad guys, they'll inherintly be evil. But, then again, they're children who haven't gotten a chance to prove themselves.

Soo, you either lock up, or kill those children, or let them go free, where you either take a risk, or need a a law-enforcement organ to react if the kids turn out to be evil.
