The way it's programmed breaks at one point. It shouldn't really happen in a real scenario when it's mostly aligned, but it happens if it takes a while longer for it to find the good angle. It basically starts doing circles .

It did. I only had a reading over 28 once when the max value is 30. Now I'm consistently at 29. 28 is the point when it stops for 30 seconds and sits there.

Yup. Obviously there's more power when the sun is directly in front of the panel. So you have to rotate them to get the maximal power generation. For some reason when you're in space the sun rotates around you but I won't question it.
