Animations, music, code, story, artwork... And that's just what you need to make a good game. Then you have costs of distribution, advertisement, software, hardware, people you hired for help, you need to make enough money to be able to pay bills, you need a lot of time...
It's not impossible. Creeper World pretty much proofs this. But how difficult it is depends on the game.
