Title: Cartoon animation programs

Any know of a good program for cartoon animation?
Between $50-200
My own created content, voicing, animation, 2'd or 3'd, color, from scratch, to make simple, but still actual cartoon.
Just name programs you may know that work,
I was seggested this program,  Anime studio pro 6, seems sound.

Adobe Flash. Lots of animators use it for TV shows and stuff like that.
