To make the frost on the window look more realistic try adding texture to it.
Either by applying some embossing or another filter.
You'll have to play with the settings of coarse.
And don't forget to have the frost in it's own layer above everything else.

Edit: fixed the hair on the pic, i didn't like the 'wooshing' hair in front of her face x3

because of someone who was very dear to me...all i feel now is despair
so i drew this because it seems that sketching is the only thing to truly make me feel at peace
i may be taking requests in the future if i feel up to it


And yes, that is by the way, MY fursona.

when i scanned the pic. the file size was massive ._. the width of it was about 2x the lenght of the comp. screen x.x

For line art like that you might want to save as .jpeg format.
You can desaturate it also and play with the brightness contrast levels.
For a large image like that it'll help save file space dramatically.

Well, that's up to you.
It's just posting something on a forum will give you more hits.
So to save bandwidth usage it's better to post lesser sized files.
It'll help you keep from running out of bandwidth.
That and it'll help those who have dailup.
Keep the larger versions under links.
And using lossless compression on an image that doesn't really need it is a bit excessive. :p
You'd be surprised at how much smaller the file size can be with nearly the same image quality.
