I received this when I graduated high school in 2010 but just now I felt like asking if anyone knew what this is for and if anyone else in the world gets it?

Seems to just basically be a congratulations for graduating high school. For "bringing honor and pride to your family and community," as it says.
No one who graduates from my school gets/has gotten that kind of thing, but I guess it may be standard in some places.
