Free Art Programs?

So I'm finally willing to give art a try. I know it's gonna look like shit, but it'll give me something to do when I have a few minutes to kill.
I have a Windows 10 tablet, no other options. Are there any acceptable free programs that'll work on Windows 10 tablets?

I've used GIMP a lot, it works on my Windows 10 desktop so it may work for you? Though I'm looking around at other art programs too to see which one I prefer.

I also use GIMP! I don't do a ton of drawing, but I've been able to substitute everything one would "need" Photoshop for with it. (I do a  lot of image editing that *isn't* drawing)

So, as some of you know, I do some pixel artwork,  but I've noticed that they've been getting pretty boring, there's absolutely no life in them? So I want rot start doing some simple animations.




Now,  the specific thing I'm looking for is:
-It needs to be free
-It needs to allow me to edit the pictures on each frame
-It needs to be able to export into gif files




Simplicity isn't what I'm looking for, so if it's like photoshop, I'll get along with it just fine.

You can animate in Photoshop! Search it up online. You should find some tutorials.
Other than that I think you're out of luck. I have never seen a good-free animation program. Sorry.


If you're bothered you can just draw frames individually with your drawing program and export them, upload it to a gif making website and wa-lah!


You can try this program called "Pencil", but it's extremely basic and looks pixelly and draftish.
